The East Penn & New Jersey Railroad was created in 1991 to operate the original D&H trackage rights from the Scranton area to Philedelphia & Newark. After the P&W joined the Parsons Vale system the EP&NJ arranged haulage rights from Newark to Bayonne so it could more easily transfer cars (via New York Cross Harbor carferries) with the P&W in Brooklyn (the P&W arranged trackage rights, then (re)electrified, the NY&A’s Bay Ridge branch so it could reach the NYCH’s Brooklyn ferry slip.)

When Conrail’s line from Scranton to Jim Thorpe was sold to the Reading & Northern the haulage rights went along with it (helped by a minority purchase of RBM&N shares as part of the trackage rights renegotiation.)
